Contract: Design, Supply, Installation, Testing, Commissioning, Operation and Maintenance of a 100 MW/200 MWh Battery Energy Storage System in GS68 for Grid Frequency Regulation (GRID FORMING)
Electricité du Cambodge (EDC) has received the Asian Development Bank’s (ADB) no-objection to the Bid Evaluation Report for the Grid Reinforcement Project Package No. 4 and the Energy Transition Sector Development Program (Subprogram 1)- Package No. 1, covering the Design, Supply, Installation, Testing, Commissioning, Operation, and Maintenance of a 100 MW/200 MWh Battery Energy Storage System in GS68 for Grid Frequency Regulation (GRID FORMING).
The project is financed under:

GRP: Grant No. 0737-CAM (CEF) and Grant No. 0736-CAM (SCF);
ETSDP: Loan No. 8434-CAM (GCF), Loan No. 8436-CAM (SCF), and Grant No. 0878-CAM (SCF).
Following ADB’s no-objection dated 13 July 2026, EDC hereby announces the award of the contract to the Joint Venture of Chaowei Power Group Co., Ltd. and The IT Electronics Eleventh Design & Research Institute Scientific and Technological Engineering Co., Ltd.
The contract amount is USS 23,166,075.98 (Twenty-three million one hundred sixty-six thousand seventy-five United States Dollars and ninety-eight cents), exclusive of value-added tax (VAT) and import duties, as corrected and modified in accordance with the Instructions to Bidders.

  1. Participation in the Bidding Process
    Seven (7) firms submitted bids by the submission deadline of 30 October 2025. The bids were opened on the same day. The names of the bidders and their bid prices as announced during the bid opening are provided in Attachment 1.
  2. Bid Evaluation
    Five (5) bidders were determined to be substantially responsive to the evaluation and qualification criteria specified in the bidding documents. However, three (3) bidders failed to extend the validity of their bids and bid securities and therefore became ineligible for further consideration. Consequently, only two (2) bidders remained eligible and substantially responsive at the time of contract award.
  3. Evaluation Results
    The detailed bid evaluation results, including:
    a. the names of all bidders;
    b. the bid prices announced at bid opening;
    c. the evaluated bid prices;
    d. bids rejected and the reasons for rejection;
    e. the final ranking of bidders; and
    f. the reasons for selecting the successful bidder and rejecting the unsuccessful bidders,
    are provided in Attachment 2.
  4. Summary of the Awarded Contract
    The awarded contract covers the Design, Supply, Installation, Testing, Commissioning, Operation, and Maintenance of a 100 MW/200 MWh Battery Energy Storage System in GS68 for Grid Frequency Regulation (GRID FORMING) under the Grid Reinforcement Project -Package No. 4 and the Energy Transition Sector Development Program (Subprogram 1)-Package No. 1.
