Preparation of Environmental and Social Impact Assessment (ESIA), Initial Environmental Impact Assessment (IEIA), and Resettlement Plan (RP)

Electricité du Cambodge (EDC) has received financing from the World Bank toward the preparation of the Cambodia Sustainable Energy Transition Project (CSET) and intends to apply part of the proceeds to consulting services for this assignment.

The CSET aims to strengthen Cambodia’s national energy system by improving transmission infrastructure, enhancing grid reliability and resilience, and expanding access to affordable electricity services.

Objective

The objective of the assignment is to prepare an Environmental and Social Impact Assessment (ESIA), an Initial Environmental Impact Assessment (IEIA), and a Resettlement Plan (RP) for the proposed transmission line under the Cambodia Sustainable Energy Transition Project (CSET). The assignment will ensure that the project complies with the applicable environmental and social requirements of the Royal Government of Cambodia and the World Bank Environmental and Social Framework (ESF), including the Environmental and Social Standards (ESSs), and provides the necessary documentation to support project appraisal, approval, and implementation.

Scope of Services

  1. The study aims to achieve the following specific objectives:

Review relevant national environmental legislation, regulations, and standards applicable to the proposed transmission line and substation projects, as well as the CSET’s ESF package (Environmental Social Management Framework (ESMF), Stakeholder Engagement Plan (SEP), Labor Management Procedures (LMP), Resettlement Policy Framework (RPF), Indigenous People Planning Framework (IPPF)).

Conduct environmental and social baseline data collection within the project Area of Influence (AOI) using both primary and secondary data sources.
Identify, assess all potential significant adverse environmental and social risks and impacts associated with the construction and operation of the proposed transmission line and substations and recommend measures and plans for the mitigation.

Review preliminary biodiversity impact assessment and identify potential adverse risks and impacts related to biodiversity and critical habitats, particularly in areas intersecting with the Boeung Veal Samnap Key Biodiversity Area (KBA) and Important Bird Area (IBA) and prepare a biodiversity management plan (BMP).

Conduct meaningful stakeholder consultations and engagement with affected communities, relevant government agencies, and other stakeholders in accordance with ESS10: Stakeholder Engagement and Information Disclosure and CSET’s Stakeholder Engagement Plan (SEP).

Ensure that the ESIA, IEIA reports are prepared in compliance with both national regulatory requirements and the World Bank ESF.

The assignment is expected to commence in August 2026 and will be completed within ten (10) months, with the possibility of extension depending on project requirements and satisfactory consultant performance.

Qualification Requirements

EDC now invites eligible consulting firms (“Consultants”) to express their interest in providing the required services.

Interested firms shall demonstrate that they possess the qualifications and relevant experience necessary to perform the assignment, including:

At least five (5) ESIA/IEIA assignments for energy infrastructure (including high-voltage transmission lines, substations, power plant, etc.).

At least five (5) ESIA/IEIA assignments for energy infrastructure (including high-voltage transmission lines, substations, etc.) within EDC’s project.

At least four (4) assignments financed by the World Bank, ADB, JICA, or other development partners, implemented in accordance with their environmental and social safeguard frameworks.

Experience in preparing ESMPS, BMPs, biodiversity assessments, stakeholder engagement, and other environmental and social instruments required for energy infrastructure projects.

A shortlist of at least three (3) qualified firms will be established in accordance with the qualification criteria specified above.

Consultants will be shortlisted in accordance with the provisions of the World Bank Procurement Regulations (Sixth Edition, dated February 2025) for IPF Borrowers, particularly Section III, paragraphs 3.14, 3.16, and 3.17 concerning conflicts of interest.
Consultants should clearly disclose any actual, potential, or perceived conflict of interest. Where a joint venture and/or a sub-consultancy is proposed, all members of the joint venture shall be jointly and severally liable for the execution of the contract.

Selection Method

The Consultant will be selected using the Consultants’ Qualifications Selection (CQS) method in accordance with the World Bank Procurement Regulations for IPF Borrowers.
