ថ្ងៃទី២៦ ខែមករា ជាថ្ងៃដ៏មមាញឹក ប៉ុន្តែក៏ជាថ្ងៃដែលមានន័យ និងលទ្ធផលល្អផងដែរ ដោយសារខ្ញុំមានកិត្តិយសជាពិសេសទទួលការប្រគល់តំណែងជាប្រធានក្រុមប្រឹក្សាធុរកិច្ចអាស៊ីខាងកើត (EABC) ២០២២ និងក្រុមប្រឹក្សាធុរកិច្ចអាស៊ាន (ABAC) ២០២២។

នេះពិតជាឱកាសដ៏ល្អមួយ មិនមែនសម្រាប់តែក្រុមប្រឹក្សាធុរកិច្ចអាស៊ីខាងកើត ២០២២ និងក្រុមប្រឹក្សាធុរកិច្ចអាស៊ាន ២០២២ នោះទេ ប៉ុន្តែ សំខាន់បំផុតសម្រាប់ប្រទេសជាទីស្រឡាញ់របស់ខ្ញុំ គឺប្រទេសកម្ពុជា ខណៈដែលប្រទេសយើងបានកាន់តំណែងជាប្រធានអាស៊ីខាងកើត និងអាស៊ាននៅក្នុងឆ្នាំនេះ។ ក្នុងនាមជាប្រធានក្រុមប្រឹក្សាប្រឹក្សាធុរកិច្ចអាស៊ាន ការផ្ទេរតំណែងនេះពិតជាបានបញ្ចូលទៅក្នុងបញ្ជីនៃព្រឹត្តិការណ៍សំខាន់ៗនៅក្នុងជីវិតផ្ទាល់ខ្លួនរបស់ខ្ញុំ។ នេះគឺជាលើកទី២ហើយដែលខ្ញុំឈរឈ្មោះជាប្រធានក្រុមប្រឹក្សាប្រឹក្សាធុរកិច្ចអាស៊ាន ដែលលើកដំបូងនោះគឺកាលពី១០ឆ្នាំមុន ក្នុងឆ្នាំ២០១២។

ការធ្វើជាប្រធានក្រុមប្រឹក្សាធុរកិច្ចអាស៊ីខាងកើត និងក្រុមប្រឹក្សាធុរកិច្ចអាស៊ានបច្ចុប្បន្នគឺជាពេលវេលាដ៏សំខាន់នៅពេលដែលស្ថានភាពសេដ្ឋកិច្ចអាស៊ាន និងពិភពលោកកំពុងប្រឈមមុខនឹងផលលំបាកក្រោយវិបត្តិជំងឺកូវីដ-១៩ ដែលទាមទារឱ្យរដ្ឋនីមួយៗដែលជាសមាជិកអាស៊ានទាំងអស់ធ្វើការកាន់តែជិតស្និទ្ធ និងរួមដៃជាមួយវិស័យឯកជនដែលកំពុងធ្វើការឆ្ពោះទៅរក ការងើបឡើងវិញនៃសេដ្ឋកិច្ច។ នៅពេលដែលកម្ពុជាចូលកាន់តំណែងជាប្រធានអាស៊ាននៅឆ្នាំនេះ រាជរដ្ឋាភិបាលបានជ្រើសរើសប្រធានបទ «អាស៊ានរួមគ្នាធ្វើ-ដោះស្រាយបញ្ហាប្រឈមទាំងអស់គ្នា» ជាមួយនឹងប្រធានបទ និងអាទិភាពរបស់ក្រុមប្រឹក្សាធុរកិច្ចអាស៊ីខាងកើត គឺ “ការតភ្ជាប់ឡើងវិញអាស៊ីខាងកើត ដើម្បីជវភាព បរិយាប័ន្ន និងការស្តារឡើងវិញថ្នាក់តំបន់ប្រកបដោយចីរភាព”។ ស្របតាមប្រធានបទរបស់រាជរដ្ឋាភិបាល “អាស៊ានរួមគ្នាធ្វើ-ដោះស្រាយបញ្ហាប្រឈមទាំងអស់គ្នា” យើងបានកំណត់អាទិភាព និងកម្មវិធីសំខាន់ៗរបស់យើង ដើម្បីគាំទ្រដល់ប្រធានបទទាំងនេះ។

ខ្ញុំសូមឆ្លៀតឱកាសនេះ ដើម្បីទទួលស្គាល់សមិទ្ធផលដ៏អស្ចារ្យដែលសម្រេចបានដោយលោក Hakhee Jo ប្រធានក្រុមប្រឹក្សាធុរកិច្ចអាស៊ីខាងកើត ២០២១ និងអបអរសាទរការបង្កើតក្រុមប្រឹក្សាធុរកិច្ចភាពជាដៃគូសេដ្ឋកិច្ចទូលំទូលាយក្នុងតំបន់ (RCEP)។ ខ្ញុំក៏សូមសរសើរ និងអបអរសាទរចំពោះសមិទ្ធផលដ៏អស្ចារ្យដែលសម្រេចបានដោយអ្នកកាន់តំណែងមុនរបស់ខ្ញុំ គឺលោកស្រី YB Yanty Rahman មកពីប្រទេសប្រ៊ុយណេ ជាមួយនឹងក្រុមការងារទាំងអស់របស់គាត់ ដែលបានកំណត់ស្តង់ដារថ្មីមួយអំពីរបៀបដែលល្អបំផុតក្នុងការកាន់តួនាទីជាប្រធានក្រុមប្រឹក្សាធុរកិច្ចអាស៊ាន។ លោកស្រីបានដឹកនាំក្រុមប្រឹក្សាធុរកិច្ចអាស៊ាន ទៅកាន់កម្រិតថ្មីមួយដែលពួកយើងមានមោទនភាពយ៉ាងខ្លាំង។

ស្របពេលដែលខ្ញុំទទួលបានតំណែងប្រធានក្រុមប្រឹក្សាធុរកិច្ចអាស៊ីខាងកើត ២០២២ និងក្រុមប្រឹក្សាធុរកិច្ចអាស៊ាន ២០២២នេះ ខ្ញុំសូមប្តេជ្ញាឱ្យអស់ពីសមត្ថភាព ដើម្បីបំពេញភារកិច្ចរបស់ខ្ញុំប្រកបដោយប្រសិទ្ធភាព និងសមិទ្ធផលថ្មីៗ។

January 26th started as a hectic, but a significant, productive day; a day I felt honored to receive the handover of chairmanship of both the East Asia Business Council (EABC) 2022 and ASEAN Business Advisory Council (ABAC) 2022.

It is truly an auspicious occasion, not just for EABC and ABAC, but above all for my beloved country Cambodia as it assumed the East Asia and ASEAN Chairmanship this year. Being a chairman of ASEAN BAC indeed added into the list of milestones in my personal life. This will be my second time running as ASEAN BAC Chair; my first was 10 years ago, in 2012.

The current chairmanship of the EABC and ABAC is at a crucial time when situation where the ASEAN and global economies are facing consequences of post Covid-19 crisis, which requires all ASEAN member states to work more closely and joint hands with the private sector working towards economic recovery. As Cambodia assumes the ASEAN Chairmanship this year, the government has chosen the theme ASEAN A.C.T: ASEAN Addressing Challenges Together, with the EABC’s theme and priorities of ‘Reconnecting East Asia for Dynamic, Inclusive and Sustainable Regional Recovery’. In line with the theme of the Royal Government of ASEAN to work together to solve all challenges, we have set our priorities and main programs to support these themes.

I would like to take this opportunity to acknowledge the great accomplishments achieved Mr. Hakhee Jo, Chair of EABC 2021 and to congratulate the establishment of Regional Comprehensive Economic Partnership (RCEP) Business Council.

Also, I wish to commend and applaud the great accomplishments achieved by my predecessor, YB Yanty Rahman from Brunei, and her entire team, who have undoubtedly set a new standard on how best to assume the chairmanship role in ABAC. She has brought ABAC to a higher new level, which we are very proud of.

As I receive the EABC and ABAC flag of chairmanship, I will commit my very best to efficiently and effectively perform my duties.
