Grid Expansion Project: Package 1: Design, Supply, Installation and Commissioning of 55km 230kV Overhead Transmission Line

Notification of Results of Bidding Invitation for Bids No.: ADB-EDC-GEP-P1-2025 Electricité du Cambodge (EDC) received ADB’s No-objection to the Bid Evaluation Report of the Grid Expansion Project of Package 1: (Design, Supply, Installation and Commissioning of 55km 230kV Overhead Transmission Line), Loan No. 4635-CAM (COL) on June 19, 2026 for awarding the contract to Bidder No. 1: China International Water & Electric Corporation in the amount USD 11,676,709.96 (Eleven Million Six Hundred Seventy-Six Thousand Seven Hundred Nine US Dollars and Ninety-Six Cents) exclusive of taxes and duties as stipulated in Section 8 Clause 14 of the Bidding Document.

  1. Six (06) firms participated in the bid (the deadline of bid submission: November 18, 2025). Bid was opened on the same day, and the name of bidder and their proposed price as read out in the bid opening are as show in Attachment 1.
  2. Five (05) Bidders were determined as responsive bid to the Evaluation and Qualification Criteria set out in the bidding document during the bid evaluation process. However, Three (3) Bidders failed to extend the Bid Validity and Bid Security and were no longer eligible for further consideration. As a result, only Two (2) Bidders remain eligible and substantially responsive at the time of award.
  3. The information showing (a) name of the bidder who submitted a bid; (b) bid price as read out in the bid opening; (c) evaluated price of the bid that was evaluated; (d) bids was rejected and responsive for evaluation; (e) the ranking of bidder; and (f) the reason for the selection of the winning bidder and the rejection of the unsuccessful bidder are as show as Attachment 2.
  4. The Summary Scope of Contract Awarded: Package 1 Design, Supply, Installation and Commissioning of 55km 230kV Overhead Transmission Line of Grid Expansion Project.
